That was poorly worded…  Having two proposals will help someone’s chances of 
getting selected (as it shows commitment), so long as they’re both complete, 
well researched, and well written. ;)
Better to have one complete than two incomplete.  Better to have two complete.  
Not a guarantee of anything, but it helps.  Having less than one or more than 
two is not helpful.  Having any number of proposals without a patch makes 
developers sad.

If you submit two, please do put one sentence near the top of your proposals to 
indicate which is your primary preference and which is a secondary, e.g., if 
you had to choose.

NURBS support in X3D is not widely implemented by some other X3D readers.  
Polygonal mesh geometry will be far more common, which can import as BoT or NMG 
depending on the type of mesh.

We helped establish the STEPcode community, so several of our devs are familiar 
with the STEPcode sources, but they are a separate project.  You should most 
definitely post questions about STEPcode to their mailing list, regardless.
