Probably an article, but I suggest reading the content to see if it would make sense structured into multiple chapters (each chapter being several pages and there being at least two chapters). If the content is just “sections”, i.e., not big enough to be a chapter, or if it notionally seems like it'd be just one chapter in some larger context, then it is probably an article. Cheers!
