Not doing anything too disruptive until there is a merge to the RELEASE branch 
would be nice, but there’s a lot of flexibility if folks are working on things 
and it’s definitely not strictly necessary.  If something 
risky/untested/undocumented/disruptive comes in at the last minute, we’ll 
simply pull a revision earlier.

As soon as I get through the remainder of commit reviews, I'll snap trunk to 
the RELEASE branch.  That’s the real indication that release is imminent and 
what makes it to the branch is close to what will be in the release.  The 
branch is in place specifically so we don’t have to freeze trunk.

We’ve not had a release in so long that this one is going to be pretty darn 
major.
