Comments left on IRC, but this does not look at all in shape to be
committed. Many questions and issues. Plus, refactoring to a function, the
code size should decrease, but here it's increasing quite noticeably
implying the interface or data types are probably lacking or code is not
being refactored adequately.
This task could simply be too complicated for GCI or the state of the
sampling functions too incomplete/unproven.
