It was just raised to my attention that you just might be referring to a CSG boolean operation. A CSG "subtraction" does cut away geometry exactly like you describe, but isn't a command per-se. It's an operation that you perform on the geometry when combining geometry into a "combination" object. Is that what you're referring to? Cheers! It wouldn't be hard to write a script or command that does as you suggest for fully contained primitives inside an arb8 or inside a 2D rect on the view, but the utility seems somewhat limited for general use.
