The vdeck tool is part of the normal distribution, but not yet  
included in the Windows port.  That's why Laszlo couldn't find vdeck  
in his install.  It's one of the 200+ tools that haven't yet been  
made available via our Windows installer just yet.  The vdeck tool is  
in the source files (in the src/vdeck directory) and will build under  
the mingw/cygwin environment on Windows, though.

An interesting suggestion to use vdeck.. it's not a tool that gets  
used very often!  Or, at least, it's not a tool that I've heard  
anyone talk about outside of the dev team in quite a while.  If folks  
are still using it, that would be good to know.. :)
