Ben,

That error means a script isn't getting loading when MGED initializes, for some 
reason, and is a bug.  You probably have that script, though, and it just 
didn't load.  It's not a missing library or a missing tool. 

I'd recommend posting the details you just provided to our bug tracker [1] and 
we can try to diagnose what went wrong and get things 
working for you.
