It's a stand-alone commmand, i.e. it isn't part of the graphical interface. You 
need to run it from a command line prompt. You'll need to search your system 
for adb.exe. It's probably within wherever Android Studio was installed. I'm 
being a bit vague on this because I myself am not a Windows user - I use Linux.

It doesn't matter where you send it from. The adb command is how you get a copy 
of your phone's log on your computer, so, to me, it makes the most sense to 
send it from there.
