If it doesn't, I will do a clean install of Ubuntu 23.04 again just in case something got corrupted the first go round. I've never had this problem before. In it you can find the directory Tables/Input, what you can try is copy the contents of that directory into /etc/brltty/Input on your problem machine. Then restart brltty and see what happens.
