Not reliably. If the editor has two files open with a horizontal split then 
only half the line would scroll. If with a vertical split then the scroll won't 
necessarily happen on the first or last line. In fact, with title lines, status 
lines, etc, the scroll also won't necessarily happen in a predictable place. 
Another complication is if the line being scrolled is long and, therefore, 
wrapped over multiple screen lines.
