Just guessing, because, as I said before, I don't have a kind of intuitive 
sense regarding Windows since I don't actually use it. It may require admin to 
start/stop services, but that may not mean that the service being started 
implicitly gets admin privileges. Maybe there's a way (hopefully a command line 
option) to do that.

The log category that'd tell me if brltty is trying to report "no attachable 
console" would be outpkts as that'd show what's trying to be written to the 
braille display. That's how I figured it out before.
