Neither log shows brltty actually trying to access a braille device. I'm seeing 
something new in the one that should be, i.e. missing handling for 
SERVICE_CONTROL_INTERROGATE. No idea why that should be supported (as Windows 
itself ought to already know the service's state) but, maybe, something in 
Windows 11 is making that necessary. This'll take soem research, though, as 
programming for Windows doesn't come "naturally" to me and, as far as I can 
tell, there's no way within brltty's current service control handler to return 
the service's current state.

Yes, indeed it does so brltty.conf must be in the right place.
