Yes. That's what is done for most packages in Slackware and Slint. This is not a hassle for distribution packages' maintainers who have had templates with --prefix=/usr since decades. And having /usr/local as default helps users who build their own packages without using a template no to mess with /usr I am not speaking on behalf of Patrick Volkerding though.
