Does it?  It assumes an 8bit character set, yes, but I believe it
just passes the characters as such, and thus if screen is run e.g. in
a latin2 locale, it will pass latin2 characters, and thus assuming
characters being encoded with the locale in which brltty is run is not
so bad.  At least my test between latin1 and latin9 seems to suggest
this.
