Without any experience in this area at all, it sounds to me like a hardware
problem. Perhaps an approach would be to take the display, the cable and
phone to the store that sold the cable and ask them why it's not making a
hardware connection (not beeping). By seeing things they might be able to
figure something out even though they know nothing about braille displays.
