If we use such variable, it means that we should enter, at boot time of
the Debian installer:
brltty=eu,ttyS0,fr BRLTTY_BRAILLE_PARAMETERS=protocol=clio
Actually I think your alternative proposal is more interesting, because
entering all this would be difficult for users, especially those who
don't know fine the qwerty keyboard. So a solution to make easier the
user input seems more suitable, if you can.
