Please consider the possibility of running on a system where
persistent storage is very expensive to modify, can be modified only a
limited number of times, or can only be modified with operator
intervention.  I think it is poor design that the current system needs
to modify persistent files for transient changes, such as temporarily
accessing a network with DHCP, and I would hate to move further in
that wrong direction.  A much more robust design is one which stores
transient things only in RAM, and I think it is worth the added
complexity of having to view the current state as a union, or overlay,
of transient data on top of persistent data.

Simply:  persistent data belong in /etc, and should not be modified in
normal operation.  Transient data belong in /var/run or /tmp or in the
memory of a configuration daemon or the like.
