No.
Normally, the PPP daemon ('pppd') will plumb and configure the
interface on its own _after_ negotiating addresses with the peer. If
configured for dial-on-demand, then it'll plumb and configure the
interface when it starts running.
If you use the "plumbed" option, pppd can make use of a PPP interface
that's been pre-plumbed. This is intended for compatibility with some
old software, but has some other interesting features (such as STREAMS
module configuration) that make it useful in other cases. It's rarely
used.
In any event, it doesn't normally need help from ifconfig or ipadm.
