I meant to ask:  What is PORTSTATE?  Is there a way to describe this in a 
way that makes sense to an administrator and in a way which is distinct 
from STATE?

How about:

                 i   The VLAN was implicitly created when the DLPI
                     link was opened.  These VLAN links are
                     automatically deleted on last close of the DLPI
                     link (i.e., when the IP interface associated with
                     the VLAN link is unplumbed.)
