My gut feeling is that, no, this should not be a customer accessible
tunable.  I know some folks don't agree with me... Bill Sommerfeld for
instance....  but in general, having more knobs usually adds confusion,
and this is one knob that I don't think customers should have to tune...
the only reason I can justify for ever using it is to work around busted
hardware/software, and in those cases the hardware should be replaced or
the device driver patched. 

I don't think Brussels should be trying to solve this kind of problem.
