I seem to have read somewhere that pitching dry yeast straight into a
sugary wort can kill nearly half the yeasts in it. This can be avoided
by rehydrating properly. After that, making even a small starter seems
to give the yeast even more "oomph", although I don't have any serious
data about that, just a gut feeling. Last weekend it worked quite well,
I must say.
