1. How are we going to be taking the tests?
I would assume that the BSD Certification Group would have a deal with one of the nationwide (international?) testing centers that administer tests for other certifications, like Pearson VUE or Prometric (they do the Microsoft certification tests).
2. How are the tests and certs going to be layed out?
Look at a Linux cert, s/Linux/BSD/g as necessary :)
(Yes, that's meant to be humorous, but there's a nugget of truth there. Certifications test knowledge and the application thereof, and I can't think of a single insurmountable different between Linux and the BSDs that would prevent you from simply mimicking established testing knowledge areas and formats.)
3. Whats going to be on the tests?
Installation, Usage, Troubleshooting, Configuration, Optimization...
