At the higher levels, I think a combined Q&A and lab is the only way to go. The success of lab exam certifications over Q&A only is clear. Costly though. I know that's been discussed.
yes i completely agree with Chris!!
Even then the integrity of the testing centers and people who conduct the lab tests is very important. I think atleast in the begining it won't be possible to have a careful monitoring of the situation.
For example if an institute provides BSD training and it the same institute has a BSD testing centre then the pressure that students of the Institute should pass the Certification can cause them to adopt teaching just capsules of Practical lab questions and not going into the details of technology.

What about required presence of third party on the lab and Q&A?
Regular exchanges of training facility observers.
Like BCD certified trainers have to have x amount of hours observing lectures of fellow trainers.
And also have x amount of lecture hours observed by fellow trainers.
Is there plan for two groups of of certificates? Trainer vs. trainee.
Certificates that person can actually teach unix literate. Certificates that person can actually teach a novice. Certificates that person can actually teach trainers.
Certificates that person can actually use BSD unix.
Certificates that person can actually administer a BSD unix box.
Certificates that person can actually administer an enterprise network of BSD unix boxes (efficiently).
