Here's a book that I found not only a very entertaining read, but also one that has a chapter that deals directly and somewhat uniquely with issues related to certification. Specifically, why people take exams and why they cheat on exams that have value.

The book is "Freakonomics" by Levitt and Dubner, most book stores should have it since it sold extremely well over the winter. The relevant material is in chapter 1, "What do Schoolteachers and Sumo Wrestlers Have in Common?".
