it's usually the choice of the list admin whether to configure the list
to have the reply-to header be to the sender or to the list. even then,
it's often "default behavior" in a MUA to reply to the sender and not
the list (like with mutt, r replies to the sender and L to the list).
this is presumably to reduce the number of personal emails going out to
the list, or taking the "do you REALLY want to send this to THAT MANY
people?" approach.
