If a certification body also launches courses, whether these are Open
Source or not, there is a conflict of interest.  It is more neutral to
have the objectives public, and to let third parties deal with course
development.  These third parties should of course be acredited, and we
should only approve of those that really give a good preparation for the
exam and that are sticking to the objectives.
