I can definitely second that plus add that the content is owned by the 
publisher, not the writer.

Unless we find the goose that lays the goldenegg, the framework has to 
include incentives which are both monetary and non-monetary. Some
non-monetary incentives include:

- the opportunity to contribute to a project

- the opportunity to showcase your work and your (or your company's) name
   to a broader audience

- swag from sponsors e.g. free books, free subscriptions to something,
   free apparel or geek toys

- access to resources e.g. a BSD version of
   http://www.egovos.org/search/?SearchString=reference+book

- exam discounts, so many free copies of the book
