1. How about the following two?

(call-process "kpsewhich" nil (list standard-output nil) nil
              "--expand-brace" "{.,..}")

(call-process "kpsewhich" nil (list standard-output nil) nil
              "--expand-brace" "{.,./.}")

2. Could you issue the following command with windows command prompt?
kpsewhich --version
