Steps to repeat problem:
(0) Start editing a (correct) plain TeX document.
(1) "Compiling" it with TeX-command-master
(2) Run TeX-view with C-c C-v
(3) Change the document, recompile it.
What I expected to happen: the viewer updates automatically (as it does in
ConTeXT or LaTeX mode)
What actually happens: the viewer resolutely continues to display the old
version of the document.
Analysis: TeX-TeX-sentinel doesn't even try to refresh the document.
The following diff shows a fix:

Testing indicates this works fine. At least for me.
I am hoping for my copyright assignment paperwork to be blessed in the near
future, and, if it does, I will submit the above change using the usual
procedures. But if someone with authority wants to merge it in before I
get blessed, since the added lines of copy are just copied from
TeX-LaTeX-sentinel, I cheerfully declare the above patch to be
