Consider the following input – note the two spaces after the closing
brace:

```
Test test test test test test test test.\footnote{foo foo foo foo foo
  foo%
}  Test.
```

Pressing M-q yields

```
Test test test test test test test test.\footnote{foo foo foo foo foo
  foo%
}Test.
```

and thus makes the two spaces disappear.  This behaviour doesn't
happen if there is only a single space after the closing brace (before
pressing M-q).

AFAICS, this is a serious bug, since it makes a space disappear in the
output.
