Thanks for your response, I'm reassigning this to Emacs.  A simple
reproducer is to enter this in scratch after 'emacs -Q':

--8<---------------cut here---------------start------------->8---
(foo
)          bar

(foo
 ) baz
--8<---------------cut here---------------end--------------->8---

and then mark the forms and do:

  M-x canonically-space-region RET

giving this:

--8<---------------cut here---------------start------------->8---
(foo
 )bar

(foo
 ) baz
--8<---------------cut here---------------end--------------->8---

The expected result would have been:

--8<---------------cut here---------------start------------->8---
(foo
 ) bar

(foo
 ) baz
--8<---------------cut here---------------end--------------->8---
