I have built a runtime environmonet of Mingw that including the newest version of autoconf, automake,libtool , libiconv and gettext that have been tested, if you don't have full runtime environment of Mingw , you can donwload it from : https://sourceforge.net/project/showfiles.php?group_id=148008 (https://sourceforge.net/projects/mingw-install)
