This is just a notification from the Savannah system. In addition to mailing lists, the Savannah system also provides separate bug tracking, which seems to be a decision by some GNU people? The first problem is that there are two separate places to report problems. The second problem is that there is no way for non-maintainers to subscribe to the Savannah bug tracking system. These are the problems of GNU setups based on mailing lists and Savannah.
