This is just a notification from the Savannah system. In addition to
mailing lists, the Savannah system also provides separate bug
tracking, which seems to be a decision by some GNU people? The first
problem is that there are two separate places to report problems. The
second problem is that there is no way for non-maintainers to
subscribe to the Savannah bug tracking system. These are the problems
of GNU setups based on mailing lists and Savannah. I think Chet has
set up forwarding the notifications to the bug-bash mailing list after
the following thread [1,2]:

In this mailing list, there have already been many notifications from
the Savannah system for more than one year, but I'm satisfied with it.
If you don't want to visit the Savannah page and don't want to see the
notifications, I think you can simply ignore these notifications
(because if the notification were not forwarded, you wouldn't even
have noticed that there is a discussion on the Savannah system).
