Oh, it is clearly a bug, but both of the following are true:

    1) As stipulated in the OP (albeit indirectly), it is very mild
    and obviously of low priority to fix.  And, as noted by one
    responder, people don't use job control much nowadays anyway, so,
    again, no worries.

    2) Responders on this thread have all fallen into "circle the
    wagons" mode in their replies.  That's OK.  No worries there.

In fact, it is probably the case that when, many decades ago, job
control was first being designed and coded - probably by some Berkeley
freshman late at night - it was realized that it would be slightly
easier to code it this way, so a pop decision was made to do it that
way, and it has been thus ever since.
