Not everything you find inconvenient or annoying, or doesn't work the way you think it should, is a bug.
In fact, it is probably the case that when, many decades ago, job control was first being designed and coded - probably by some Berkeley freshman late at night - it was realized that it would be slightly easier to code it this way, so a pop decision was made to do it that way, and it has been thus ever since.
