Not everything you find inconvenient or annoying, or doesn't work the
way you think it should, is a bug.

In fact, it is probably the case that when, many decades ago, job
control was first being designed and coded - probably by some Berkeley
freshman late at night - it was realized that it would be slightly
easier to code it this way, so a pop decision was made to do it that
way, and it has been thus ever since.

Your sneering condescension aside, I'm pretty sure Jim Kulp, Bill Joy,
and later David Korn were all professionals.
