[...@gnu-6 tmp]$ as -Qy -mtune=i686 -o foo testcase.s -march=i486 --32
[...@gnu-6 tmp]$ objdump -d foo | grep nopl
[...@gnu-6 tmp]$
You need -march=i486 to disable instructions.
