Note that
movl $E@GOTOFF+1, %eax
behaves as expected, even if it is probably never generated by any compiler.
I did not check the behaviour for all relocation types, but I reproduced the
bug with @GOT, @PLT, @tlsgd, @tlsldm, @indntpoff, @gotntpoff, @gottpoff.
