Proposed fix, minus testcase.

I have a patch, but it might take me a while to figure out how to write a
proper testcase. It is a binutils bug, but I need a linker for the testcase,
and it appears no binutils tests depend on the linker. So it has to go in the
linker testsuite apparently, but not clear where to put it. Also, not clear
how to write it, as the linker testsuite looks complicated.
I'm just filing this now so I don't forget about the patch.
