Without GNU_PROPERTY_X86_ISA_1_USED, all ISAs may be used. When
merging properties from 2 input files, if one input file doesn't
have GNU_PROPERTY_X86_ISA_1_USED, the output file shouldn't have
GNU_PROPERTY_X86_ISA_1_USED.
