The fact that empty output sections are deleted is a feature, not a bug. See
ld info doc, node Output Section Discarding.
However, I would say choosing .tdata for the symbols in the excluded .noinit
section is a bug, due to a defect in _bfd_nearby_section. Fixing it is easy
but requires moving the function into ldlang.c so that memory regions can be
compared too when choosing a "nearby" section. This will result in
_noinit_start and _noinit_end being tacked on to the end of .bss.
