As Maciej rightly pointed out, it was better to shift the focus to GCC, so I
did and succeeded in every goal I was pursuing. I just had to rewrite the
clzsi2 and ctzsi2 RTL expanders utilizing 'match_scratch' in mips.md, and
implement the libgcc assembly fallbacks based on my foundations. So, true, they
rather should not exist as binutils macros, which concludes this thread.
