It's not wrong. You explicitly say that the timezone name is UTC and the offset is 2 hours. If you want a different timezone name you need to use a different name. See <http://www.opengroup.org/onlinepubs/009695399/basedefs/xbd_chap08.html#tag_08_03> for the syntax of the the TZ value.
