If I understand the issue correctly: Some of the authors' names have
non-ASCII characters.  Using the C locale is not guaranteed to preserve
those, so we must specify some locale more likely to work.  A previous
version used an English locale, but for some reason, translations in the
English locale are not as well-maintained, and gnulib already provides the
free checks for a French locale.
