Because there happens to be a configure-time check
that detects its existence/name.  Then, if no such locale
is installed, the test is skipped cleanly.

Before, we relied unconditionally on the existence of
a working en_US.UTF-8 locale, and the test failed for
those without it.

The check-AUTHORS rule works fine for me.
Can you figure out why it fails for you,
or tell us more about your environment?
