"cvs edit -c" will check to see if there are any oustanding edits on the file. The entire edit operation will abort if there are. "cvs edit -f" will force the edit. I think "cvs edit" will stop working if the server can't be contacted. I haven't tested this, though. If it does, I don't think it'll hurt much making this situation a warning and allowing the edit.
