"The revision" is a misnomer.  Checking out via '-r <<tag>>' is saying "Get me
all versions of all files with the tag <<tag>>.  In the case of removed files,
CVS should simply NOT get that file out, as it is removed.

The simple fact is that 

cvs {log|stat|tag} with no arguments operates on the currently checked out, or
HEAD revisions of files that are not removed.  It would be nice if it operated
on EVERY file, or if there was an option to tell it to do so.
