ubuntu 64 bit:
cmp 80% 130 MB/s
cmp -s 60 % 130 MB/s

in the last case top shows 6% user, 30% sys, 48% idle and 15% wa, if this helps.
(note the CPU has two cores, so the last values should be multiplied with 2)
