I don't think that Nis' has the full explanation. Unless snowie was
designed to remove this effect, it should be just as important in that
bot. To my knowledge it isn't. Anybody know if the problem is there in
bgblitz or jellyfish?

It is indeed a well known feature of computer evaluation functions, not just 
for backgammon.
