I understand! I'm fine with keeping it as-is now that you explained
that this is intentional.
It would be nice to make things more configurable though, the code is
doing this:

I'm using 'announce-gen' for several non-GNU projects, and some GNU
projects that doesn't comply with that approach. I think it is simplest
to make both the project name and URL configurable, and hope to propose
a patch eventually.

I support making this the default.
I think the main use-case for release announcements is for human
consumption, and humans usually doesn't want to wait 10+ hours for a
file to become available on the mirrors. This is especially true for a
security-relevant release like the one I just did for libtasn1.
I hope to provide a patch on this, too, eventually, unless someone beats
me to it.
