So 3 seemingly unrelated tests fail, due to DST handling by the looks of it:

  NZST-12NZDT,M9.5.0,M4.1.0/3: expected "1985-11-05 13:53:21 +1300 (NZDT)",
  got "1985-11-05 12:53:21 +1200 (NZST)"

  PST8PDT,M3.2.0,M11.1.0: expected "2001-09-08 18:46:42 -0700 (PDT)",
  got "2001-09-08 17:46:42 -0800 (PST)"

  CET-1CEST,M3.5.0,M10.5.0/3: expected "2001-09-09 03:46:42 +0200 (CEST)",
  got "2001-09-09 02:46:42 +0100 (CET)"


I can't repro on FreeBSD 15.
so I downloaded 
https://archive.freebsd.org/old-releases/VM-IMAGES/14.0-RELEASE/amd64/Latest/
and couldn't repro there?

I looked at the weekly CI at 
https://github.com/gnu-gnulib/ci-testdir-check/actions/
but while that ran with FreeBSD 14.0 it didn't fail for the above reason.

Can you point me at the failing CI so I might glean more info?

In your local repro, if you remove the new tests in my patch,
does the failure occur?
